The Capital Floor
On roughly eight square kilometres of reclaimed land along Manila Bay, PAGCOR drew a line in the sand and called it Entertainment City. Three integrated resorts answer to it — Okada, Solaire, City of Dreams — with a fourth, Westside City, rising for a Q3 2026 curtain. Across the bay's edge, Newport has been catching NAIA arrivals since 2009, and in Quezon City, Solaire North carries the game above EDSA. These are the big leagues of Philippine gaming.

The South

The minimum age is 21 at every PAGCOR-licensed venue in the Philippines. Security will card you; the bouncer's discretion is not negotiable.

Foreign visitors: passport. Residents: ACR I-Card. Locals: PhilID, driver's license, UMID, passport, PRC ID, Voter's ID or PhilHealth ID.

The major integrated resorts admit you freeverify per venue. Casino Filipino branches charge an entry of ≈₱100 under EO 48 (1993) — the cheapest door into legal gaming in the country.

Dress smart-ish
Casino Filipino runs from casual to "proper/elegant" depending on the branch. NUSTAR explicitly bans slippers and sleeveless shirts for men. The IRs are de facto smart casual — closed shoes and a collared shirt will carry you anywhere.

Smoking: banned indoors, with caveats
A nationwide ban covers enclosed public spaces (EO 26, 2017). Casinos may maintain Designated Smoking/Vaping Areas — and enforcement is patchy; watchdog FCAP has called casinos "rampant violators." If smoke bothers you, ask for the non-smoking sections.

Phones down
Photography on gaming floors is generally discouraged or prohibited verify per venue. The floor is not your backdrop — other players' hands, chips and faces are not yours to capture.

Hours & big money
Major IRs run 24/7. Casino Filipino branches vary — some 24 hours, others noon–4am or 1pm–5am — and the whole chain closes Dec 24–25, Jan 1, Holy Thursday, Good Friday and Black Saturday.
On cash: the floor is peso-only (₱20/50/100/200/500/1,000 notes). Under RA 10927, casinos report accumulated bets of ₱3,000,000+ within 24 hours to the AMLC, and KYC applies. It's routine; it's the law.

The Quiet Ledger
The floor is designed to be hard to leave. That's why the exit doors matter as much as the entrance — and the Philippines has real ones, run by PAGCOR under its Responsible Gaming Code of Practice (v6). If gambling has stopped being fun for you, or for someone you love, this chapter is the most useful one on the page.
Self-exclusion works, and it's built to be hard to undo. You can exclude yourself from every PAGCOR-operated and licensed venue for 6 months, 1 year, or 5 years — and the first 6 months are irrevocable, whatever you tell the door at 2am. Exclusions lift automatically at term's end.
Family exclusion lets a spouse, child or parent apply on someone's behalf, for 6 months, 1 year, or 3 years. Venues face ₱100,000 fines per violation for admitting an excluded patron, and excluded players forfeit winnings — the system has teeth on your side.
6 months · 1 year · 5 years — first 6 months irrevocable, lifts automatically. Applies across all PAGCOR-operated and licensed venues.
Family Exclusion
